and at that early date, about all he could do. All the EO did was say that the federal government could not engage in contracts with private prisons. This affects only a small portion of prisoners. I'm not sure how much but the figure of 8 per cent comes to mind, but don't quote me on that.

So to sum up, all that EO did was transfer people out of private prisons to public facilities, which is good because it dealt the private prison industry a blow (did they ever scream) but it does nothing to accomplish the overall goal of ending mass incarceration. That is the ultimate goal.

It is what the people protesting were bringing to his attention. Also that previous actions didn't affect ICE.

Activists in this movement (I'm one of them and have been for a couple decades now) say that the larger, overall goal is to alleviate poverty, drug addiction, and homelessness. Ultimately that means economic equality. I would say that Biden's efforts with the American Families Plan and the American Jobs Plan are going to help achieve that goal. An example of how is that it is going to provide for jobs that do not necessarily require a degree. It also will benefit minority women through help with childcare. That will help strengthen minority familities (certainly not limited to that) economically.
