That's why I said Columbia was not an option. Brazil would probably be OK, but given the state at home their President may not agree. That leaves the US, Canada, and Argentina, possibly with a smattering of others including Caribbean nations.

US policy would default be against anyone from Europe due to the still enforced Monroe Doctrine.
