Milley is a hero really. He was faithful to our Constitution first. He may have stepped outside the order of rank, but he bore allegiance to the Constitution in doing so.
I'm guessing he understands the point that Vindman made and will do what he believes is the honorable thing and resign. He himself said "We take an oath to the Constitution, and every soldier that is represented in this museumevery sailor, airman, marine, coastguardeach of us protects and defends that document, regardless of personal price." after TFG fired Mike Esper as Sec of Defense in early November (post-election).
