it looks like Adams had the pistol in his belt on the right side.

The cops appear to be uniformed and I believe he saw that when they got out of the car. He turned, ran, and it sort of looks like he was trying to ditch the gun.

At any rate, the cop shot him even though he wasn't making a threatening move, like turning or pointing the gun at them.
