IT and security patches are chronically underfunded in most corporations.
If there were requirements that you have to have hacking insurance and the only way to get the insurance would be to patch your systems within one week of a patch coming out, might help.
Companies might take it a bit more serious.

Having a background in electronics and back in the day, having worked with Cisco switches, it makes me wonder what it is inside of Cisco switches and or routers that is at fault.
