Luhansk: 39.0% Russian
Odessa: 20.7% Russian
Kharkiv: 25.6% Russian
For the whole of Ukraine: 77.8% Ukrainian, 17.3% Russian (you can go to other provinces from that page)
The figures for native language of Russian are higher still: https://en.wikipedia.org/wiki/Russian_language_in_Ukraine#2001_Census
