If it's being aware of your inputs and ability to define a pattern from those inputs and interacting with it, then, yes, computers can be conscious.
However, that doesn't imply emotions which computers would not possess. Without emotions there is no desire to take over or anger or revenge....
The entire premise of AI being a danger is stupid.
