maintenance. The contribution was 20% of the cost of construction for libraries up to 70,000 sq/ft. Square feet is not defined, so there is leeway. As the library grows above 70,000 sq/ft,the excess percentage is added to the 20 percent. I think this has been modified in the case of the last couple of libraries. This help defray the Federal cost on maintenance when the library is transferred to the National Archives and Records Administration. It also helps control the size of the library.
