Obviously 3 years is too long to wait for state approval for building code compliance. Having worked in cumbersome bureaucracies (state government and banking) most of my adult life, I think I have a little insight.

The approval is taking so long because he has not supplied something that the state needs. I don't know what it is, but he is the one who dropped the ball, not the state. Other things in California are being built to completion all the time, but for some reason only his stuff is on hold? Not buying it.
