1. If the employers are having a hard time filling their available positions, they are not offering enough (wages and/or benefits) -- if you like capitalism. The pandemic changes the calculations, in that working is riskier, especially for those without strong health insurance or paid sick time.

2. The reason for a flat $300 increment was the difficulty in devising and implementing a more targeted system in time to meet people's emergency needs. It's not perfect, but it's better than the nothing that would have been had we taken the time to plan and implement what you've suggested.
