A self selected secret panel does not cut it. If the best criticism is coming from a former prosecutor, you know that you have a problem. Does the panel even have a civil rights attorney on it for example.

Simple battery and malfeasance seem woeful undercharges to using excessive force under the color of authority. That to needs to be changed.
