We've seen that the queen is "assembled" on an as-needed basis, mostly as a tool for the Borg collective to communicate with others in a more personal way.

I'd say the Republicans are more like the Ferengi. A bunch of easily frightened cowards, who act with mob mentality, and fall in line to serve their own self-interests and greed.
