as I've seen the "white and gold" version and the "blue and black" one.

That manipulation can done in Photoshop using the multiple adjustment options under the image menu.

It's pretty clever marketing by the company selling the dress as I understand sales have jumped since this whole "gold ad white vs blue and black" controversy has erupted.
