Arizona is run by Republicans. This is part of the voter suppression we are seeing across the nation, brought to you by the Republicans as they took over state by state.
My own state of North Carolina has the same problem, caused by Tea party takeover of the state in 2010. They passed these laws years ago, planned to take effect in 2016. Nobody knew that Bernie would be running then. Hillary didn't do this yesterday. The Republicans did it five years ago.
