Especially note sections one and two:

Section 1. The right of citizens of the United States, who are eighteen years of age or older, to vote shall not be denied or abridged by the United States or by any State for any reason whatsoever.

Section 2. Voter suppression, intimidation, or electoral fraud shall be punishable by life imprisonment, with no possibility of reprieve or parole.

Section 3. Neither slavery nor involuntary servitude shall exist within the United States, or any place subject to their jurisdiction.

Section 4. All political campaigns within the US shall be publicly financed. Only persons may contribute to political campaigns.

Section 5. The Congress shall have the power to enforce this article by appropriate legislation.

Section 6. There is no time limit on ratification of this amendment by the states.
