Our intel community knows who is funding ISIS, and who is buying their oil and drugs.

The banking and law enforcement institutions of Saudi Arabia, Kuwait, Turkey, and Qatar could stop the financial transactions if they wanted to. They don't want to. It's not much of a secret.
