Its all about instead hinting about some mysterious nefarious person "getting access" somehow to Cruz's account. There cannot be many people that Ted allows access to use his own twitter account, because of the obvious fact that anything done on his account reflects on him. But no one is questioning Cruz's judgement in hiring someone to do this or to allow this to happen.
