That was built into the budget, you can look it up. Those numbers came from the CBO in 2000, not once but twice.

Instead of $0.00 in TOTAL public debt in 2009, instead we were handed $10.8T in debt and a collapsed economy. So don't tell me what Bush left us with on an annual basis. This whole mess of spending and spending, manifested itself with much more.
