I have been thinking maybe it is dangerous to have those live wires there though, just hesitant to chop into the wall. Maybe just the electrical tape will help.

My landlord is so damn cheap, believe me-there's been a window sitting on the floor in the stairwell for over a week that he knows about but apparently is in no hurry to get fixed.
