1. If your city ordinances allow it and it's entirely on their property,

I don't think there's anything you can do. A 3' fence isn't what one would call a spite fence, so maybe it's not personal at all and they just want a clear dividing line between your and their properties. Will it impair or interfere with your use of your own property in some way? If so, maybe you can talk to the neighbors about maybe growing a hedge or other landscaping instead of a fence?
