recycling their toilet paper.

Collect the used paper, throw it in your washing machine with bleach and disinfectant.
Collect the resulting pulp, spread out and flatten, leave in the sun to dry.
Cut into suitable sized sheets.

Many people are saying they get an 80% or more recovery rate that way.

(Note the deliberate use of a Trump phrase there, 'Many people are saying . . . . ', it really means 'I just made that up'.)
