It sounds like Kansas raised taxes for one year and were surprised when they took in more revenue.

Isn't that what the article is saying? "Changes in federal and state income tax law." What do changes in federal income tax law have to do with state income taxes? I assume when the article says changes in state income tax law it means they raised taxes.

Is this article meant to be confusing?
