They borrowed $ from wall st / big banks and they have bought all the profits from
liquor sales for the next ??? years and those profits will be worth millions and millions
of $s. So instead of the profits from state liquor sales going into the general fund
they will go into "jobs Ohio" which is now a semi private organization which the
public can not look into.
