3. The GOP is quickly learning the battleground has changed.

They spent 2010-16 using Obama and Hillary as the boogyman, to scare voters to the polls and often, it worked. They're learning now that even though Pelosi is unpopular among Republicans, she doesn't work well as a boogyman. Probably has a lot to do with unfamiliarity. People on the right knew who Obama and Hillary were, even if they didn't closely follow politics. Most Republicans who aren't engaged in politics probably don't have a good idea who Pelosi is, so trying to use her name to inspire fear doesn't really work.
