Shannon Edwards was planning to run as a Republican in PA-18 but didn't get her paperwork filed before Tuesday's deadline.
Shannon Edwards, a forensic psychologist who intended to bid for Democrat Mike Doyle's seat this cycle, was on her way to turn in the required nominating paperwork by the state's 5 p.m. deadline Tuesday when she was "delayed" by obstacles in her travel, according to a statement from her campaign Wednesday.
"Shannon felt compelled to hand deliver the work that she and her team completed to the Board of Elections on Tuesday, March 20th prior to the deadline," attorney David Montgomery said. "Due to the inclement weather and road closures, Shannon was delayed in arriving to Harrisburg."
The storm on Tuesday and Wednesday surpassed any single burst of snow the region received this winter, according to the National Weather Service in Pittsburgh.
Mr. Montgomery, who said his client "worked tirelessly over the last several months" to meet district residents and collect petition signatures, has prepared a complaint to file with the Commonwealth Court of Pennsylvania, asking the Secretary of State to accept her petitions.

The storm she is blaming for her failure to meet the deadline did not really hit this area until late in the day on Tuesday. Sounds like poor planning on her part.
