The state house and senate districts have always been drawn by a bi-partisan group of legislatures that was jokingly referred to as an "incumbent protection program".

FairdistrictsPA has been working to change the redistricting process to make it a non-partisan, citizen driven process, but the bills introduced in the legislature died last year after Metcalfe's govt committee gutted the bill and replaced it with language that was unacceptable to Dems. These bills have been re-introduced again this session and have a better chance since Metcalfe was removed from the House gov't committee and can no longer block or change it, but a bill has to pass 2 consecutive sessions of the state legislature before it can get on the ballot for a vote.
