4. Not quite sure how the procedures work in the state legislature in South Carolina.

But when I was watching Chris Hayes and Steve Kornacki (subbing for Rachel Maddow) yesterday, the interviews done on this mentioned something about how it was about the next session of the legislature (?) and how the first time a new bill could be acted upon would be in January, so he would have to introduce it or get it ready to introduce - in December.

Not sure about all that, though. And I don't know how it works in South Carolina.
