They are not licensed to work as doctors anywhere else in the world except for Cuba. They are not licensed, but allowed to work as "medical workers" in several third world places, such as Nicaragua, Venezuela and Angola. Brazil equates their skill level to that of newly graduated Brazilian nurses. Not a single Cuban doctor has passed the Brazilian licensure exam.

I am not sure what that says about Chicago.
