Same tactics NKorea has been using for 3 decades
NK sits down to talk compromise, get some money as reward for good behavior, then keep on doing what they really want to do. They promised to stop nuclear ambitions way back during Bill Clinton admin, and look where they are now.

China will do exactly same thing.
