I worked for two organizations that used "metrics" to measure performance of the employees and the units within the organization. GIGO -- Garbage In, Garbage Out. That has not changed in 40 years. Most of these "merit pay" proposals are intended to get rid of troublesome employees, people who make waves, workers who fail to kiss up, etc.
