2. I think the "journalist" needs

to take a English course. "West Contra Costa Unified denied 2 Investigates" is that supposed to be investigations or investigators?

My uncle would have been placed in such a program if it existed in the 1930's. Since Swedish was the primary language when he was growing up until he entered school. Went on to be a English teacher with a masters.
