Put a T-shirt on him with long enough sleeves that he can't touch the area.

Fold a towel and wrap it around his neck, it should make a thick, wide collar that restricts his head movement from side to side. Secure the ends with a strip of tape. If he can get it off, tape the towel to his regular collar for added strength.

You can also make him a cape that is wide enough to cover the area. I've made them out of fabric scraps, old towels, whatever you have on hand. Secure it to his collar and let it drape across his back, closing the front so there's no opening.
