there your FOID is also your CCW. If you have a FOID, or what the Canadians call a PAL, why would you need mandatory FFL transfers? I think if you get caught with gun and no FOID, the cops can trace the gun to the last 4473 and he or she can explain, or show a bill of sale to someone else, or police report of stolen property.

The 1968 GCA repealed and replaced the 1938 FFA. I would do the same with both NFA and GCA and replace it with something that is coherent and logical. One can take the best of specific provisions from different places and make something that actually makes sense.
