(4,737 posts)Your situation can happen today, a felon is caught with a gun - trace to the last 4473 and yes there's some 'splainin to do...but more often than not the trail's cold. Especially without any requirement for theft reporting. It's unintrusive, couldn't really be used as a priori registration, and leaves the last legal owner holding a nasty bag if the gun's been up to no good and hasn't been reported stolen. I should probably mention that I do favor some sort of mandatory theft/loss reporting, too. I've never deaccessioned a firearm without a 4473, it's the ultimate CYA if nothing else.
I've always said I'd actually settle for rolling everything under a modified NFA (e.g. no CLEO signoff/"shall-issue", streamline the BGC, so forth) in exchange for reopening the registry, nationwide CCW, and some other perks. I mean, even hardline control advocates admit it works.
