3. will he be turned over to the feds

for felon in possession? With them it is a mandatory minimum of five years. I'm guessing the short barreled shotgun is unregistered and without tax stamp. That's another federal rap, oh wait http://en.wikipedia.org/wiki/Haynes_v._United_States
