Like wearing a big hat and ignoring crimes committed by his buddies. Oh, and spitting tobacco juice at your boots and missing by a fraction of an inch.

He frequently stated that he had no obligation to protect the citizens (in spite of the fact that every one of his patrol cars said "to protect and serve" on the side of it) and the courts have affirmed that fact many times.

He died in about 2003, but the new guy isn't much better, just better educated and slicker. He knows the supes won't approve any budget request that could have a .001% chance of leading to a tax increase, so he is free to make ridiculous requests, have them denied, then point the finger at the other elected officials for denying them.

Oh and by the way, want a CCW permit in a rural CA county? Contribute a hefty amount to the sheriff's reelection campaign, and you'll probably get one.
