These are "prestige" films and are made to earn award nominations. They're paid for with the profits of the big budget action films that put butts in seats.

“Miss Sloane” cost $13 million to make, the equivalent of spare change found under the sofa cushions for EuropaCorp, the French film company founded by action director Luc Besson and most famous for distributing the violence-laden (and most assuredly anti-gun control) Taken franchise.
