it sounds like police training may be the issue.
The shooter had a 8 round .45- probably 1911
8 shots (less) 3 he fired at the formed boss he killed (less) n shot(s) fired at police= 9 civilians hit
something doesn't add up here...

I don't think a carry permit would be relevant to a premeditated murderer carrying a briefcase.
