procedures for years, and opening clinics for other services. Sounds like the Senator is simply hoping they don't screw it up.

My primary VA hospital is 45 miles away, but a few years ago they opened a satellite for primary care, rehab, and other things two miles down the road. They have about a dozen in the county now, and the Mission Act seems to simply codify what they have been doing.
