Someone explained it to me thusly....your chart sees a mud puddle in your future and when you come to it you have a choice...go around, jump over it, or wade in and walk through it.

As for politics, I think both the chart of the country and the candidate should be taken into account. If you see great joy in a chart that day, it's a likely win.
