This is not surprising. The only thing that is surprising is that it is being reported. For centuries, the hierarchy of the Church has had a policy of "do as I tell you, not as I do". The rules were for the parishioners, not the priests. The priests and bishops were much too educated and learned to have to obey the many rules and regulations that the Laity had to.
