1. That artistic rendition is terrible, even for dinosaur art

 

The fct that the strut is a wrist bone and not fingers kinda makes powered flight unlikely; flight is a little more complicated than arms flapping up and down!

The reference to flying squirrels is a good one. This critter probably worked like that, or a colugo, with a sheet of skin stretched between its limbs, gliding instead of flying.
