I actually watched the entire debate, too. Here's a longer clip. Go to 26 minutes.
Notice how she interrupts him THREE times during this exchange, once starting at 26:50, after which Anderson said "Let him respond", then again at 26:57, then again at 27:29. She then begins responding in turn, at 28:02, immediately after Sanders finishes and Anderson gives the signal.
Interrupting someone can be done for a variety of reasons, many of them tactical. I don't know why Hillary does it, but the record is clear: She has a history of interrupting and speaking past her turn in debates. If she's not called on it, it will continue.
