the Clinton Campaign knew they could clinch it at any moment, and had created the announcement email (or emails) ahead of time so they would be ready to go at a moment's notice. All they had to do was drop in a screen cap of the tweet from whichever news organization called it first.

The URL of the graphic shows it as "V2". I'm guessing there is a "V1" (also secret) which they would have used if they clinched the nomination tonight based on the voting in the various primaries.
