He made it clear he is going to keep fighting for what he believes in. He only endorsed after she made some major policy concessions. And if she doesn't stick to them once she's president I'm sure he won't be shy about calling her out for it.

Refusing to endorse would just marginalize him and make it less likely that he would be able to accomplish anything in the Senate or by campaigning for downballot candidates.

Whether he contested the convention or not, she was going to be nominated. I don't see what his refusal to endorse would have done except help Trump.
