Tim Kaine signed an order the first day in office as Governor protecting LGBTQ state employees. In 06 he campaigned against an amendment to the VA constitution (that was very popular in the state, it passed with 56% support) to outlaw same sex marriage.

He announced his full support for same sex marriage in 2013. Late? Maybe. But early for a Senator in the south.

He was for civil unions at a time when most other democrats were against gay marriage or also for civil unions. He has obviously evolved on that, as have the rest of the party.

He co-sponsored the Employment Non-Discrimination Act while in the Senate.
