News shows would have to be declared and registered as "News".
News broadcasts would have a name, label, bug, whatever, that informs viewers that this is "News".

"News" would be subject to a reality doctrine with penalties imposed for violation.

Early violation penalties could be as simple as the broadcast having to inform viewers that it has been caught violating the rules, and broadcast corrections in the same vein they broadcast the original. No 5 sec at midnight, oops.
Ill call that probation.
More serious or continued violations and that show would lose its "News" label.

Nothing else has to change. Noone has to pay any fines. The public would know if it says "News" it is required to be factual.

This still leaves plenty of leeway for interpretation but if they want to say black is white, white is black, 3 is 15.
BAM. You no longer have a "News" label.
