The letter was sent to the Congressional Committees that he previously testified before. Thus letter simply clarifies that there are other emails that the FBI can and should look at- nothing more.
Whoever leaked it should have known better, and the news oeganiAtikvs should have been more careful in how they report it-
That said, I support the FBI Directors proper action to keep Congressional members informed. That is his duty.
