Though what approach he should take, I don't know.

My question is whether Loretta Lynch is truly Comey's boss and, if so, why did she not say a flat no to his announcing an investigation that had such obvious unprecedented ramifications? Usually, the highest administrator has the final say. Was she unsure enough to not stand by her instincts?
