Old houses and buildings in the PNW were built with no clue about earthquakes because there are so few. We now know a very big one is expected in the near future so the codes now have to withstand a EQ of 9 magnitude. Most of the people here whine about demolishing the old houses and buildings but they should all be replaced if that were possible. People hate change. But the big one is going to level 90% of the PNW cities if we dont hurry up.
